Add and invite a candidate

Adds a candidate to one campaign in the bearer token's account and queues their invitation email. The operation uses the existing campaign readiness, locking, candidate-link, and idempotency workflow. Repeating the same campaign and email reuses the existing active applicant. external_application_id can be supplied when the caller needs separate applications for the same email.
